We see a broader fraud chain in the OTR data. The Five-Desk report records Meta's coordinated scam-network operation. The Mega report separately follows concern over unauthorised agents accessing financial accounts. We freshly checked Meta's original statement, which describes action across technology providers, law enforcement and financial movement. That supports a narrower conclusion than a claim that scams are falling: the point where a social conversation becomes a transfer remains a critical boundary to examine. OTR’s view is that a convincing profile and a trusted payment destination are separate tests. A person can meet someone through a familiar platform, move to a private chat and then receive payment instructions through a different service. Trust earned in the first place can be carried into a second place where it was never verified. This is the causal connection. The social interface creates familiarity; the handoff changes who holds the money and what protection applies. We would build consumer explainers around the actual handoff. Show which organisation is requesting payment, how its identity can be checked independently and what the recipient details mean. Use verified examples and remove personal victim information. For community administrators, preserve the original report, account identifier and timestamp before making a warning. An alarming screenshot without those details can be difficult to investigate and easy to copy out of context. Over one week, test whether readers can correctly identify the verified payment route in a short scenario before and after the explainer. Record the number of respondents and errors. This measures comprehension, not avoided losses. We would need separately verified incident data before claiming that the content reduced fraud. The opposing explanations is that people under pressure may ignore a checklist, and criminal networks can change accounts faster than public warnings are updated. Meta's operational figures are its own report, not a denominator for all scams worldwide. The OTR material also does not establish whether the reported bank restrictions caused any fall in losses. Those limits should stay visible. We would follow the money instructions as closely as the message, because familiarity is not a receipt for trust.","links":[]},{"id":"otr-slide-PDF-7153bc4a53f6ba82bf3fe475-34-detail-2","url":"https://ontherice.org/signals/PDF-7153bc4a53f6ba82bf3fe475-34/#otr-slide-PDF-7153bc4a53f6ba82bf3fe475-34-detail-2","title":"The idea, step by step","topic":"emerging","kind":"research","text":"Start with the main idea: what may be changing, how the clues connect, and what remains uncertain. Review status REVIEW 16 October 2026, 08:58:49 SGT Current assessment: RETAIN AS UNTESTED RESEARCH HYPOTHESIS Fresh check: We reopened Meta’s 13 October scam-operation account. Its account removals and work across financial systems support examining the payment handoff. They do not establish a fall in total scam losses. Opposing evidence: We found no independent denominator for all scams and no measured loss reduction from the proposed explainer. Operational enforcement totals cannot settle the reader-comprehension test. Next test: We would test whether readers identify the verified payment route, then report errors and sample size. We would keep any future loss claim separate from a comprehension result. Historical check: We found no certified historical outcome series matching this social mechanism in the supplied research record. We do not borrow the investment ledger’s hit rate for this category.
