We see a gap beneath the World Bank’s record funding headline. At the annual meetings on 16 October, President Ajay Banga highlighted US$112 billion in private capital mobilised in the latest financial year. The Bank’s September results show the uneven reach: private capital mobilised for low-income countries remained around US$3 billion. A larger global total has not yet delivered the same expansion to the poorest group. Now add a different source. The OECD’s June outlook projected a further fall in official development assistance in 2026 after sharp earlier cuts. That is donor support, not private investment. The two cannot be added together or treated as identical funding. But their direction creates a useful question: who funds services and projects that private investors cannot readily charge for? The mechanism is straightforward. Private lenders and investors need a return and an acceptable chance of repayment. A commercially viable power project may attract money; a remote clinic or a fragile country’s basic services may need grants, cheap public finance or stronger guarantees. If aid retreats while private investment expands mainly elsewhere, the apparent replacement may miss the people facing the largest gap. The second effect is pressure on governments to protect essential spending while meeting debt payments. The third is a delivery risk for contractors and communities: an announced project may move slowly if its funding terms do not match its cash needs. The early intelligence is a mismatch between the kind of money growing and the kind of spending under strain. The opposing case is strong. Guarantees and project preparation can bring private capital into places it previously avoided. Public lending remains important, and the low-income figure alone cannot show every source of finance those countries received. The annual-meeting speech also repeats figures first published in September; this is a new connection, not a newly discovered total. Over the next week, we would examine country-level commitments and actual disbursements emerging from the meetings. More low-income funding with workable terms would weaken our concern. A record headline becomes useful only when the money reaches the gap it is meant to fill.","links":[]},{"id":"otr-slide-PDF-3974fb44708e18c50d0095e0-23-detail-2","url":"https://ontherice.org/signals/PDF-3974fb44708e18c50d0095e0-23/#otr-slide-PDF-3974fb44708e18c50d0095e0-23-detail-2","title":"The idea, step by step","topic":"emerging","kind":"research","text":"Start with the main idea: what may be changing, how the clues connect, and what remains uncertain.
