We see a food risk that a large global harvest can hide. FAO’s 2 October outlook still places the 2026 cereal crop as the second largest on record. Yet WMO’s 16 October regional assessment describes rainfall shortages in parts of Africa and shifting wet-season risks as El Niño strengthens. Both can be true. The world may grow enough grain while particular families lose the money or routes needed to buy it. WFP’s October account supplies the missing link. Drought can make farmers plant less, cut spending and hire fewer workers. That reduces wages before the full harvest loss reaches national totals. A farm worker who buys food can therefore face two blows: less income and, where local supply is disrupted, higher buying costs. This is an access problem as well as a production problem. The weather pattern does not push every place in the same direction. WMO distinguishes earlier dry conditions in parts of the northern Greater Horn of Africa from a wetter October-December outlook in areas farther south. Rain may restore pasture and water supplies. Heavy rain can also damage roads and interrupt deliveries. We would not turn a global El Niño label into one local forecast. The hidden consequence is that relief demand may appear before global grain statistics look alarming. Local traders may need working cash and reliable transport, while families need income support or accessible supplies. Waiting for a worldwide shortage could mean watching the wrong warning light. The strongest counterargument is important: good harvests elsewhere, cheaper imports, useful rain and public support can cushion local losses. A seasonal forecast also cannot establish which village will flood or which household will go hungry. Over the next week, we would compare local rainfall alerts with market access, farm hiring and food-assistance reports in named affected districts. Improved rain and stable earnings would weaken our concern. Our early signal is the widening gap between grain available somewhere and food affordable here. A full silo cannot pay a lost wage.","links":[]},{"id":"otr-slide-PDF-3974fb44708e18c50d0095e0-22-detail-2","url":"https://ontherice.org/signals/PDF-3974fb44708e18c50d0095e0-22/#otr-slide-PDF-3974fb44708e18c50d0095e0-22-detail-2","title":"The idea, step by step","topic":"emerging","kind":"research","text":"Start with the main idea: what may be changing, how the clues connect, and what remains uncertain.
