We see a useful change in small AI models: they are being asked to notice how a conversation develops, rather than only match a suspicious number or link. That could bring protection closer to the moment someone is being persuaded to send money. On 14 October, Google DeepMind described a model built with Singapore’s GovTech. A small first-stage screen checks messages. Suspected cases then reach a locally tuned Gemma model that examines more of the conversation. The design keeps this processing on the device, with user consent. Rollout inside applications is planned in phases; this is not proof that every Singapore phone already has it. [1] The baseline matters. ScamShield already uses an on-device algorithm and police information to identify suspicious calls or messages. Local processing itself is therefore not the new discovery. The proposed advance is using a larger slice of a conversation to recognise manipulation while limiting the extra computing and battery work. [2] A separate Android announcement on the same day shows another route: some new Google Messages protection will add cloud analysis, while other checks run locally. These are different products from the GovTech model. The two Google announcements are one corporate evidence family, not independent proof that either reduces losses. [3] The OTR data connects local AI deployment with the need to test privacy and false alarms. OTR’s view is that the next competition is about where protection runs and when it interrupts the user. A warning issued before a transfer could matter more than a detailed explanation afterwards. But an overactive system could train people to dismiss alerts, while an apparently safe verdict could create false confidence. The next evidence should include supported applications and languages, consent settings, battery use, missed scams and false alarms measured on new cases. We would weaken our view if the larger model adds little over existing filters or users routinely ignore its warnings. A convincing demonstration spots a scam. A useful product helps someone stop before paying.","links":[]},{"id":"otr-slide-PDF-3974fb44708e18c50d0095e0-12-detail-2","url":"https://ontherice.org/signals/PDF-3974fb44708e18c50d0095e0-12/#otr-slide-PDF-3974fb44708e18c50d0095e0-12-detail-2","title":"The idea, step by step","topic":"emerging","kind":"research","text":"Start with the main idea: what may be changing, how the clues connect, and what remains uncertain.
